When the connection to the North

Tunnel Face was sanctioned, Mr. Eves re-

-presented to me that it was an urgent

matter and I accordingly ordered that the

work should be done under the catchwater

contract. In that contract, the item for

conveying pipes was a small one relatively

$680 in a contract totalling $108,000

and consequently did not affect it much. It

would have been a perfectly simple matter

to obtain tenders had Kr. Eves not been so

urgent, but I was given to understand that

time was money. Practically all large works

in England are carried out under the same

system as that adopted by the Public Works
